Form download is stucked at queue #491

FieldSight v.3.2.16, Android vx.x.x, device used...

Problem description

When no forms are assigned to a project or site, the form download starts but gets stucked at queued

Steps to reproduce the problem

Expected behavior

It should either complete or show an error
