Describe the nature and duration of your affiliation with the Filecoin project. Please include relevant Github handles, miner ids, significant projects or contributions (with links).

I am a professor and doctoral supervisor of School of Computer Science and Technology, and the director of Embedded Software Engineering Center of UESTC.
From 1983 to 1992, I studied in UESTC, and awarded as professor in 2003 and doctoral supervisor in 2005, becoming the youngest one in UESTC at that time. The main directions of my research are embedded real-time operating system, development tools, middleware and application platform.
In 2018, I started to know and study the corresponding technology of IPFS/Filecoin. At the same time, I attended some blockchain lectures. In 2020, as an advocate of Filecoin, I participated in node construction.

I have been engaged in research and industrialization of embedded basic software& Internet of Things security and fin-tech for a long time. Allocation Strategy

How do you plan on allocating the DataCap requested above? Please describe your allocation strategy with as much specificity as you can.

The allocation mainly involves enterprise, while individuals are not considered by us at present. If individual scholars need to apply for DataCap, they need to get the cooperation certificate with academic institutions, and the scoring standards will be uniformly in accordance with enterprises'.

The factors that when we conduct vetting mainly includes the true sustainability of the organization as well as the community, industry, and academic contribution of the university. We take the grade as the only criterion for the allocation and will grant the request to those users who meet the requirements. The detailed allocation strategy is shown in the list below.

Are there any internal processes you plan on impelementing regarding the target, amount, or rate at which you'll allocate DataCap?

Operation Process:
When we begin to apply for a notary, we have began to establish a notary team, which consists of 1 DataCap apply materials examiner, 1 official meeting recorder and 3 officers of dealing with DataCap allocation. In addition, we will develop the relevant DataCap review process to ensure that all applications can be implemented in accordance with the standards.
Team of Notary:
DataCap apply materials examiner: Responsible for reviewing Q&A materials, score according to Q&A materials, and initiate allocation meetings;
Officers of dealing with DataCap allocation: Participate in allocation meetings and work together to complete the final allocation of DataCap.
Official Meeting Recorder: Participate in official meetings, record and follow up Filcoin Plus official related developments, and promote implementation.
DataCap Audit Process:
Timeliness: After receiving the application, it will be processed within 5 working days.
Compatibility: When clients' answers needs modification, we'll give the opportunity for modification, and review within 3 working days;
Strictness: If the client does not reply within 7 working days, the application will be closed; if the application is submitted repeatedly for more than 3 times without approval, the application will not be accepted within 1 month.

How do you plan on securing the DataCap to ensure your organization (and its delegated members) are the ones allocating the DataCap?

We will keep the private key in a hardware wallet.

We will build a team to conduct vetting from multiple dimensions such as account activity, ecological activity and latest business display to ensure that they use DataCap responsibly.
At the same time, we will ensure that the vetting process is carried out in an effective, fair and open manner through online and offline as much as possible.

We will limit the maximum amount of initial allocations, and we will not approve any subsequent applications if overallocations are found.
