After a failed commit (then reverted) a new (proper) commit with a proper introduction and motivation. Other separate commits to follow.

changed least common denominator to intersection, added that DNSSEC is recommended with a disclaimer for unsigned DELEG, added the secure signal text and an iana request for a DELEG DNSKEY flag.
