[Flags/Askimet] Consolidating anti-spam actions #325

Related to commit fb58758 (mea culpa here)

Looks like Askimet-flagged spam has both "Not Spam" and "Dismiss Flag" actions possible. Not Spam will both dismiss the flag and approve the post, while Dismiss Flag will only dismiss the flag, and will not approve the post.

We may want to consolidate these buttons (i.e. not show the Dismiss Flag button on Askimet-flagged spam) so that there's no limbo of unflagged unapproved posts hidden from users.

Similarly, if Askimet flags the first post on a discussion, using the Delete function should delete the whole discussion (since it's spam).
