Move and rephrase info on caiman central #1290

Testing README changes that make caiman central more prominent

Seems like a good redesign (though maybe put below Quickstart Guide?).

Edit: thinking about this more -- I think directly below quickstart isn't good, as the flow of the README gets disrupted too much as you suggested. I think it either belongs where you put it, or right above the 'How to get help' section. I don't have a strong opinion actually between these two. However, if it ends up getting used more, it could be useful near the top.
