Automatically copy software to newly created teams, if that software is uploaded to "all teams" in the MSP dashboard #22357

Hey @zayhanlon, after looking at this one a second time, I think let's turn this one into a digital experience request.

@eashaw, I think we could start with some job (hourly?) to add "all teams" software to any new team. Could be wrong.

Problem

If you define a software package for all teams in the help desk app, and then create a new team, the 'UI to add/edit/delete configuration profiles and scripts on multiple teams' (20296) does not talk to the new team to provide that new team with the software

@eashaw: In https://github.com/fleetdm/fleet/pull/23836, only software is added to newly created teams. Configuration profiles and scripts aren't added to newly created teams.
