FUNCTION-PACKS: Add description and URL to repo headers #577

This is not the best repo to file this bug, but close enough... Just some easy keyword juice:

Two things per repo:

  1. Change readme titles form [Service] Spreadsheet Functions to [Service] Google Sheets and Excel Spreadsheet Add on

  2. Add a description to the top of all our function packs (see images below)... I can't figure out how to edit these suckers. Here's some text (swapping out the appropriate service name):

Done. (We also added topics for all of these, which is good fodder if folks search GitHub for any of these sorts of things)
