Petitions - jumping behavior during QC

As a petitions clerk, so that my expectations are confirmed, I need the page to not jump when I click on inputs.

Found the following scenarios that produce the jumping behavior:

1. Log in as a Petitions Clerk
2. Click on Document QC
3. Click Add New Petition
4. Upload a Petition document
5. For party type, select Petitioner and deceased spouse
6. Fill in the information for the petitioner
7. For the deceased spouse, select the international radio button
8. Notice that the screen jumps down, and you have to scroll back up to enter in the data for the deceased spouse.

The scenario below was fixed with 10074 1. Log in as a Petitions Clerk

2. Click on Document QC
3. Click on any New Petition
4. Click on the IRS Notice tab
5. Select Yes for IRS Notice provided
6. Make sure Deficiency is the type of case
7. Enter a year and deficiency under statistic
8. Click Review Petition
9. Notice the error messages
10. Click into either year or deficiency
11. Click outside the field
12. Notice the page jumps to the top

Acceptance criteria:

• The page does not jump to the bottom or top when user clicks on any inputs (except for the primary btn)
• Determine if user documentation needs to be updated (Tenille): Y / N

I lied--this is not as similar to #10074 as I suspected. I will keep it in mind, but I'm un-assigning myself for now.
