Sensor traffic not seen at TTN console after G/W is back online from being down for longer periods

Sensors session on the end-device side is alive and the F_Cnt is increasing. The G/W also sees the sensor traffic. TTN cannot see sensors.

Todo:

• Backend-heartbeat?
• Session reboots?

• To get around this issue, end-device rejoins once every 10 days.
• The worst case scenario is that the G/w dies right after a sensor rejoin, and comes back up after 10 days. In this case the sensor data is missed until the next sensor re-join (10 days worst case).
