wrong address on readme #79

It seems that on Testnet FiatToken is deployed to 0xa983fecbed621163 on testnet FiatTokenInterface and OnChainMultiSign 0xa983fecbed621163 on testnet.

I think the readme needs to be updated! I discovered this by digging around the Circle Docs.
