feat: add IAM client #24

This PR follows the aws-sdk-js-v3 declaration to map correctly the returned errors.

Hi @godu. I'm happy you found this repo useful, and thank you for your contribution, I will review it carefully. you could expect, that I could make some minor commits if I'd find some code styling issues. So far it looks like I designed it, thank you for that.
