[Decision] Web Framework going forward #2

Would like to move to a better web framework for the base DApp. Something that allows for more expandability but at the same time doesn't over complicate things.

I really like some of the other DApp like Ethermon that have a simple card system that scrolls.

I've decided to just use basic jQuery with Bootstrap 4 Alpha, as the card system gets the job done quite nicely.

At least for this project as a proof of concept it's perfectly fine and allows me to get onto other work.
