[Fix] Issues with `truffle console` #3

Issues with truffle console. I believe this is a problem with the way I've setup the project. Need to work out the best practice and convert so that people trying to contribute don't get stuck setting up the dev environment.

Ultimately it would be nice to have the ganache chain start up in the background.

Issue resolved by duplicating the contents of the truffle-config.js file. I'll need to work out moving away from the old system soon.
