Rolling support #37

Hello!

Here are the changes to make everything work in rolling. It includes all the changes made to make it work in jazzy-devel branch, and for rolling I have only modified the third_parties.repos branches, updated the CI and updated the README.md with the new information about the status of the branches and that Ubuntu and ROS 2 use on each one.

The name of the main branch should be changed to rolling.
