I did a search for "icu messageformat" and saw this package: https://npmjs.org/package/messageformat

Was that package evaluated before this was written?

I didn't evaluate it. I'm reading through it now to see where we diverged, if anywhere.

@apipkin is there a writeup somewhere from the investigation you did of the other existing message format solutions?

Negative. There was no write up, only discussions in our meetings (to the best of my knowledge). For NPM packages, I had been searching for "intl".
