What steps will reproduce the problem?
1.I am trying to download the latest source code as 0.4 version doesn't have 
many features.
2.While trying to download by using hg command i am getting following exception
3.no connection could be made because the target machine actively refused it

 On what operating system? Windows 7 Enterprise edition

Please provide any additional information below.
Trying to download from a network connected system.

Most likely a firewall/proxy issue.
