Use FortifyVulnerabilityExporter #12

For consistency with gha-ssc-generate-sarif and to avoid having to maintain two different implementations for retrieving vulnerability data from FoD and generating a GitHub SARIF file, this action should be updated to use FortifyVulnerabilityExporter rather than having its own Node.js-based implementation

Both this action and gha-ssc-generate-sarif have now been replaced by gha-export-vulnerabilities, so this issue is no longer applicable.
