Add functionality to free disk space from Github Actions

Description of the change

Running out of space on PR test Image / build. Github workers are granted 20GB and our dependencies exceed this.

@Ssukriti found an example of someone else running into the same problem and their solution. Implement same solution into .github/workflows/build-and-publish.yaml.
