No License headers or file in the source tree #27

hi,
I did that:
svn checkout http://penjin.googlecode.com/svn/trunk/ penjin-read-only 
cd penjin-read-only
And looked for copyright headers or license file
I didn't found any.

I'm unsure about the validity of the following on the project home:
Code license:
GNU Lesser General Public License
Content license:
Creative Commons 3.0 BY 

I think(but I could be wrong) that there must be some license file and license 
headers in the project.

If not having a license file and/or header means that there is no 
license...implicate that no-one is allowed to redistribute or modify the source 
code(that's the default under copyright law).

That prevent packaging it in openembedded or other build systems or 
distributions.

I thought that the source just need to remain available on request, but if 
indeed licensing information need to be bundled then it can be arranged.
