Push to clients with pubsub? Like saving config; rate-limited; option to also re-fetch sub emote sets?

• [ ] Live config to push force-refresh to clients if there are any sub emotes
• [ ] Handler in client to refresh sub emotes when receiving event
• [x] Ensure changing emotes doesn't change the emoteset
