Privilege points are currently handed out on a per message basis, without any cooldown. While I initially thought people would ignore it for most of the time, with it only making an appearance every once in a while for a quick laugh, of course there were some idiots who felt the need to abuse it regardless.

Anyway, needs some sort of cooldown attached to it. No need to save it to the DB, just needs to be per session. Like once every minute or two.
