First step would be to feed the information from the dispatcher into the 
database and provide the information in the webinterface. Format could be RSS 
or a simple text format.

The irc bot needs to run somewhere outside of the redports infrastructure.

A few lines of JavaScript with nodejs + irc + http extensions created a pretty 
small HTTP(S) to IRC bridge. That got deployed to OpenShift and we're running 
with automatic restart and for free.
