Is this driver compatible with windows 2019 server?

Yes, this driver if OS-agnostic (so long as the OS supports UEFI boot) and will work with any UEFI-enabled system. When you install the OS, be sure to format the host storage GPT (and not MBR) as this is a hard requirement for UEFI booting.
