prepare switch to Openwrt 21.02 #845

changes Master-branch to use OpenWrt-21.02.

Cherry-picks and squashes the relevant changes from my personal fork. Some additional commits for final switch to OpenWrt-21.02 HEAD will follow...

removed the LuCI-patches for https://github.com/openwrt/luci/pull/2637 from this PR and will open a separate PR (here and our pacakges-feed) to adapt to the recent upstream PR.
