import luci-app-owm from Freifunk-Berlin repo #46

In the Freifunk-Berlin repo is a package that contains

a command-line tool to publish node-data on the OWM
a OWM-map app for LuCI
an optional package to publish data of the antenna setup

As all relevant parts of the OWM-infrastructure are homed below the Freifunk organization, we should do the for the LuCI-app too. So other communities can easily use the code.
