menu for citizen's only have basic stuff like make the player do some animations and "request" one of the players vehicles from garage do some races and stuff

the citizen's menu "options" should be in ALL the other menu's in their own "category"

citizen menu should be the "main" menu that all the non-admin menu's are based off of

another function for the citizen menu the ability to "hide" or "store" things in any vehicle things like drugs, guns, and "dirty" money
