I assume that's the difference between "unpublished" and "hidden": unpublished is only for logged in people with editor/admin rights, and hidden just hides it from the navigtation. So ideally, it should be called "Hidden from navigation" and we should use "Unpublished". Marking it as low because of that.

However, there is no "unpublished" option. There is only Draft, published and hidden. If you save as a draft, there's no way to preview the page. Plus, hidden doesn't hide the page from navigation. The roadmap page, which is hidden, shows up in the menu under "about" just like a published page does.

Whoops, that's really weird then.. All should be (pre)viewable by whoever has the rights. Jannis, what's with these states? What do they signify?

This pages are still visible. The problem is that they show really outdated information. They should be modified, probably by adding a link to the current roadmap (#3443)
There are currently 31 pages marked as hidden, and quite a number more have become outdated.

Not such a huge problem with these pages, but this could be a problem wiht other posted material
