pydot3 instatead of pydot #6

I'm having issues with my computer so I'm not sure if this works. But given that I'm proposing a change to OpenStack Neutron it should be nice that this module supports python 3.

It seems like pydot3 isn't a drop in replacement. Check the errors on travis.

Pydot3 has released a new version of its module[1] which solves issues reported previously, this change should make Travis happy again.
