My server overloads before crashing on 1.18 #25

This issue has happened twice now after updating to 1.18. It has never happened to me before. The first time I thought the plugin 'skinrestorer' might've crashed the server by overloading it, since it was spamming the console with errors. I removed it, but it happened a second time.

I'm sorry if this report doesn't belong here. I couldn't find the reason for the server overload, since the second time this happened only 3 people were online; one of them afk, the other flattening a piece of land and me flying (slowly) in spectator. The server has 3 gb ram and I use Apex Hosting. Previously (on 1.17) the server didn't overload until 15+ people were online. I didn't increase the view distance, it's at 10 chunks.
