L.A. County: Review forms and business requirements. #23

Because of L.A. County's size, it's the county for which this could have the largest impact.

Turns out it's also the county that's by far the most complicated. L.A. County has more than 20 courts and now requires an accompanying "proof of service" form be filled out, signed and submitted by someone else. There's plenty of potential in that direction but we'll get farther faster by piloting first in a county that has a simpler process.
