looks like a network problem . put another sim in to dongle like zong's etc
.make sure you have not pin code enabled . if pin code is enabled ,you need to
disable it.
mine is :
Device                  : dongle0
  State                   : Free
  Audio                   : /dev/ttyUSB2
  Data                    : /dev/ttyUSB3
  Voice                   : Yes
  SMS                     : Yes
  Manufacturer            : huawei
  Model                   : E180
  Firmware                : 11.126.10.00.124
  IMEI                    : 35xxxxxxxxx
  IMSI                    : 41xxxxxxxxx
  GSM Registration Status : Registered, home network
sometime using dongle with port based configuration is tricky and problematic .
use IMIE and IMSI based configuration and let chan_dongle decide the ports .
may be that'll solve your problem,e.g in /etc/asterisk/dongle.conf

[dongle0]
;audio=/dev/ttyUSB1     ; tty port for audio connection;
;data=/dev/ttyUSB0      ; tty port for AT commands;

; or you can omit both audio and data together and use imei=123456789012345
and/or ;imsi=123456789012345
; imei and imsi must contain exactly 15 digits !
; imei/imsi discovery is available on Linux only
imei=3xxxxxxxxxxxx
imsi=4xxxxxxxxxxxx
