[Matlab] Load and use of Matlab #29

Describe the bug The current implementation of the bind with Matlab uses and old-fashioned and deprecated way to update a library in the Java manager at runtime. This way is outdated and should be replaced by a loading of the library in the product (as it is done for R).

TODO:

change the loading of the Matlab library
check the environment variables to set in order to be able to call Matlab from GAMA
update the documentation

The connection to Matlab has been fixed, on Windows 64bits with the last Matlab version. Installation details have been updated here: https://github.com/gama-platform/gama.experimental/blob/GAMA_1.9.0/ummisco.gama.extensions.matlab/README.md
