Copyright licence update #899

I was wondering whether there was a specific reason why the icons are provided under CC BY 3.0 (unported) and not the 4.0 International version?

Hi. No specific reason, it's mostly historical, I don't know if version 4.0 was available back in 2011. I'll try to have a look about the things implied by such a transition.
