What would you like to be added: Update to the new Adopt distribution/distribution@v3.0.0-rc.1 release.

UPDATE: Right now, we cannot use the distribution/distribution@v3.0.0-rc.1 release because it is affected from https://github.com/open-telemetry/opentelemetry-go-contrib/issues/6053. There is a PR to fix it for the Distribution project: https://github.com/distribution/distribution/pull/4507. We should wait for the upcoming release.

Why is this needed: Use the latest and greatest version.
