Update k8s versions #63

What this PR does / why we need it: This PR updates the k8s versions (kubectl in particular)

`ops-toolbelt` images are now built with `kubectl` versions `1.22.2`, `1.21.5`, `1.20.11` and `1.19.15`

the build still uses the old pipeline definitions and hence the build is failing for the dropped k8s versions. Should succeed once this PR is merged
