Establish GBIF build and deploy environment

This tracks tasks for building on GBIF servers

• [x] Upload mesquite jar to GBIF nexus
• [x] Build nexml using Ant and add the jar to GBIF nexus
• [x] cql-java-1.3.jar to GBIF third party nexus
• [ ] Set up a database suitable for CI in the GBIF dev space
• [ ] Fixup log configuration files for log4j 2 (code has been updated)

There are now TreeBase artifacts in the GBIF nexus repository which are built in Jenkins

Quick update: a postgres data dump is coming my way shortly so that task 4 can be enacted.
