This was work completed in early 2019 to integrate with hook.io to replace GitHub Services which were shutdown Jan 31 2019.
Around this time GitHub Actions was announced
Now with GitHub Actions, this code which uses hook.io isn't needed. I'm capturing it here in case it has any use in the future.
