When merging WB PAINT GAFs, duplicate lines are produced due to GO #517

due to the different WITH prefix, these are not merged and a duplicate is made

I think this is fixed? I dont see two annotations in AmiGO http://amigo.geneontology.org/amigo/gene_product/WB:WBGene00000001
