[x] work with Debasmita to turn notebooks in to python scripts
[ ] use a produced forecast to update submit_rfr.R
[ ] investigate package to submit forecasts

The neon4cast package doesn't load in Welsch. Debasmita has provided her code and learned some basic git commands to work interactively with Gitbash. Chris helped me figure out how to install 'pandas' on Welsch RStudio, but I'm currently getting an error for import pandas Created follow up issue in #36
