NCryptOpenKey(0x4000): 0x80090016 #307

Hello: Win 10 2004H1 x64 with password/Hello PIN/Picture Password being set.

When running , ngc::pin /guid:{guidname } /pin:pinnumber ,I got error: Provider : Microsoft Software Key Storage Provider KeyName : {xxxxxxxxxxxxxxxxxxxxxxxxxxxxx} ERROR kull_m_crypto_ngc_software_decrypt ; NCryptOpenKey(0x4000): 0x80090016

I tested in other account with PIN and gives same error.
