Update code to use the latest Go and module versions
Resolves an ambiguous selector error in operator_test.go

Looks like tests also need updating with the new modules?

I've updated the tests. Starting from version 1.44.139 of aws-sdk-go the ssm and secretsmanager apis implement functions with the same name which caused conflicts.
