this and the parcel data are just sums over the time period we have available... do we want any temporality for either?

yes, let's try to add the month and year columns

[x] disaggregate xx_address data to incident level in xx_address repo and release
[x] pull in disaggregated data here and aggregate to year-month-tract
[x] add xx_address badge to table
[x] change parcel codec data package to contain only cagis_parcels and online_parcels data
[x] make separate codec data package for property code enforcements at year-month-tract level
[x] add property code enforcements badge to table
