Proposal to use this project for Roadmap planning #7837

Roadmap and existing development practices

The idea is to use this project to replace old practices of writing Proposals. In this project, contributors can write a proposal so we can discuss it, see if all requirements are met before starting implementation etc... Once the proposals are ready, they can be voted upon by the PSC and get a Milestone assigned to them, and thus be placed on the Roadmap.

A proposal can be converted into an issue. My understanding is that from that moment on we have more options to adapt the proposal (assign labels, milestone, develop code etc). I'm sure @fgravin can provide more insight in how this is used in the geonetwork-ui repository and project.

You are invited to discuss this proposal as well as the project setup. I have used the geonetwork-ui project for inspiration, but not literally copied the Status items.
