Move geonetwork-microservices OGCAPI-Records to GN5 #71

There has been quite a bit of improvement to the geonetwork-microservices implementation of OGCAPI-Records.

However, to take the OGCAPI-Records to the next level (ie. formatters - cf #66 esp the new [Geo]DCAT-AP country specific ones), it requires a lot of work. Its better to put that work into moving the required infrastructure into GN5 instead of geonetwork-microservices.

Therefore, it makes sense to move the OGCAPI-Records from geonetwork-microservices to GN5 now instead of later.
