LF data from Ukraine is not reported. A similar situation occurred a few years back with India. Is there a place where such anomalies are noted? Otherwise, this update of the 2022 LF data looks good to me. You check and then merge.

If there is no line for the cores, the web app will default to a zero LF, if that's ok for the Ukraine. The Indian reactors had some fill data, I think based on the previous year. If you are ok with that, this can be merged.

There should be a posted list of caveats associated to years when there are anomalous LF data.

There are many cores other than those in Ukraine without a line in this edition of the LFs. DB2021.csv has 445 lines and DB2022.csv only 399 lines.
