Requirement of a valid GetCapabilities URL for metadata to data link should be relaxed #84

On https://www.geo2france.fr/public/csw-report.log one can see the following report:

The requirement that the metadata targets a valid getcapabilities URL is too strict in my opinion. The metadata is already well formed:
