Capture Git tag driven release process in CI #32

Make the project modifications necessary to publish geotrellis-gdal artifacts to their existing Bintray home using some combination of the following dependencies:

https://github.com/sbt/sbt-bintray
https://github.com/sbt/sbt-release

Ensure that tagged commits trigger the release process and complete with published artifacts in Bintray.
