Add Travis CI config #87

Add a Travis-CI config to drive PR builds and deployment.

Installs terraform, awscli, and docker-compose
Runs tests using scripts/cibuild
Run deployment script on master branch.
Cache SBT build dependencies.

Testing

I used this Travis config to deploy the transit service to transit-origin.preview.geotrellis.io. Relevant deployment logs are here
