Alpha and Xi fixed #3

When alpha and xi are both fixed, allow them to be specified by the user. Not supported yet in either Bayes or LRT.

Need to allow both xi1 and xi2 to be specified in bayes_men_g4() and bayes_men_gl4()

Not changeable at all in marg_f1_ndr_npp_*() functions.

Need to make sure user is returned inputted alpha and xi.
