Action-bar disappears randomly #2189

I just noticed that sometimes the action-bar for editing, duplicating and deleting pages randomly disappears.

Is this somehow linked to account permissions?

Grav v1.7.23 - Admin v1.10.23 - Flex Objects v1.1.2

How can I reproduce this reliably? I never seen this bar disappearing on me!
